Prof. C S Dubey is a result-oriented leader with over 37 years of experience and demonstrated record of accomplishments in leading and overseeing development towards future of education systems. He has a strong history of devising precise and targeted plans for taking our universities and making them ready to produce future leaders. As Vice Chancellor he had initiated more than 10 MOUs with Microsoft Learn, AWS Educate, NASSCOM, Paolo Alto etc.

As Academic Administrator, he worked as Director, Campus of Open and Online Learning, Chairman, School of Open Learning (>500,000 students) at Delhi University. As Director, Institute of Lifelong Learning (ILLL) He was responsible for ICT, Virtual Learning Environment (VLE) and was helpful in creating online eSLM, 100s of Video lectures and > 30,000 E-quizzes and preparing Live streaming of lectures for 4th Industrial Revolution innovation and skills.

As Chairman of Sports, Delhi University in his leadership students received Three Medals in Asian Games, 2018 and three students participated in Rio Olympics 2016 as the first University in Indian History.

He was Dean, Science Faculty, Head, and Centre for Advanced Studies, Department of Geology, Chairman and Expert of Various Committees in UGC, DST, MOES, MOEF and MHRD. Delhi University got A+ grade in NAAC accreditation based on his initiative as Chairperson and Coordinator for Mock drills in Departments. He was also chairperson for the first ever LOCF based curriculum in Delhi University and India.

As Professor of Earth and Environment Sciences. He had more than 60 research publications mainly in International Journals IF varying up to 7, Cumulative impact factor > 100 and his research is is highly cited along with, 3 edited books and had supervised 15 PhD thesis. He had been conferred the title of Technology Evangelist by CISCO leaders in IT and Networking. He was nominated as the Ambassador for OER (Open Education Resources) by ICDE, Norway. Furthermore, he had been nominated as Expert member UGC/MHRD for conducting spot visits to the 10 Private Institutions for reviewing their readiness, prior to conferring the status of Institution of Eminence (IoE). Presently He is also Expert Member, Consultative committee and PAC of National Geospatial Program (NGP) at NRDMS, DST, and Government of India.

He has a vision to raise the ranking of the K.R. Mangalam University to be a World-class University with significant contribution to society for a sustainable and socially responsible contribution to the world, promoting health, economic growth and cultural wellbeing.

The arrival of Fourth Industrial Revolution characterized by a fusion of technologies that is blurring the lines between the physical, digital, and biological spheres in the 2020's and the blended learning with high speed Internet (Li Fi, Light fidelity) in place of Wi fi and Virtual classes could be a game changer in Education system and reskilling Young India. Short time Skill based courses can give the much-required skills by the companies due to fast digital pace in Digital technology and learning. In our Education system optional courses could be tailored to the need of skills needed for employment by different Industries in partnership in the form of re-bundled credit based short courses with their contents for Just in Time Education required for creation of New manpower for the 4th Industrial revolution under Digital India, Skill India and Make in India.
